1: How to choose an Independent Visitor

In relation to Regulation 44, The Guide to the Children’s Homes Quality Standards states:

“The registered provider should also ensure that the independent person they appoint has the skills and understanding necessary to:


  • relate to children in a home’s care
  • assess all relevant information; and
  • form an impartial judgement about the quality of the home’s care.

The skills, experience and professional background of the independent person, for example in undertaking work of a similar nature, will also be a relevant factor in assessing their ability to reach a rigorous and impartial judgment.”

According to Ofsted, Regulation 44 visitors go to approximately 4,500 homes each month, collectively supporting homes, driving improvements and highlighting their strengths. These meetings are intended to give all Regulation 44 Visitors an opportunity to reflect and receive constructive feedback and guidance.
